Light up My Life Program

|
|
The "Light Up My Life" Program continues to provide a much needed connection with our senior residents. Many of our senior citizens have been plagued by criminal activities, and have a feeling of isolation with regards to trying to combat the illegal activities that they have become victims of, some of which has been because of not having adequate lighting around the exterior of their homes. Once proper lighting is installed, there will be a sense of "something" tangible being done to assist our residents. Proper lighting should also make identification or description of activities in the neighborhood easier for senior home owners.

CAMP, Inc. provides Homework Assistance at the Community Center in Pavilion Place Apartments at 532 Cleveland Avenue. The program coordinators are Chandra Patterson and Richard
Prillman, AmeriCorps Citizen Action Members from our office.
|

|
Every Monday and Wednesday from 2pm to 6pm the community center is open to assist all school age residents of the apartment complex with their homework. The homework assistance is for students.

Youth Literacy Essay Contest! |

|
|
Community Alliance of Metropolitan Parkway (CAMP) Inc., Hands on Atlanta AmeriCorps Program, community schools and Washington Mutual has a "Saving for Our Future" youth financial literacy essay contest. The youth essay contest is available to community youth attending the four schools in the CAMP, Inc. coverage area: namely,
Perkerson, Hutchinson, Capitol View Elementary School and Sylvan Hills Middle School. Each participant submitted an essay on the topic of: |

"Why is it Important to Save Money?." |
|
|
|
The intent of this program is to educate community youth on the importance of establishing a savings account and build up wealth for the future. Participating students submit their essays and then they will be judged by community representatives, bank employees, and AmeriCorps members. The parents/legal guardian of the winning students are required to set up a one-on-one financial counseling session and/or a home buyer’s informational session with CAMP, Inc. as a condition for receiving the prize accounts. Each participant who does not have a savings account will have one opened up in their name at Washington Mutual. An account will be donated to each participant by CAMP, Inc. The winners will be announced on our website. |

In its liaison role, CAMP, Inc. supports and attracts new planning and development initiatives to the area to create a revitalized community. CAMP, Inc. has sponsored an aggressive public safety initiative involving reduction of street crime, beautification, and strengthening families; helped implement the redevelopment of Metropolitan Parkway; and guided interested private developers to opportunities identified through several plans. CAMP, Inc. is also a host agency for the Hands On Atlanta Citizen Action AmeriCorps initiative, a program designed to increase community engagement and capacity. |

National Night Out |

For the past four years we have worked with the
NPU-X Communities in this celebration. This event is a unique crime prevention program that involves community residents, law enforcement agencies, businesses and local officials. It is designed to heighten and generate support and participation in anticrime programs. Its purpose is to strengthen neighborhood spirit and police community partnerships by sending a message to criminals to let them know that the neighborhoods are organized and fighting back. |

Individual Development Accounts |

CAMP, Inc. encourages residents to build wealth by becoming homeowners. The IDA program helps participants save for a down payment on a home while participating in a homebuyer education program. |
|
|
|
United Way of Metropolitan Atlanta, together with several community partners, has initiated an, asset-based development strategy known as Individual Development Accounts
(IDAs). The IDA matches the savings of low and moderate-income families on a 4:1 basis for housing or 3:1 basis for Business/Education, with dollars raised by United Way from community contributors. The uses of the combined IDA savings plus the match amount are restricted to the purchase of a home by the IDA participant. The basis for the IDA strategy is that asset accumulation and investment, rather than income and consumption, are the keys to escaping and remaining out of poverty. With this initiative, families will make down payments on the American dream of home ownership thus gaining a critical financial asset and ensuring greater self-sufficiency for their household. (In the winter of 2000, United Way will also initiate IDAs for business start-up and expansion.) |

The "Community Leader Program" is designed to promote citizen engagement and involvement. CAMP identifies and supports representatives from the targeted neighborhoods to attend leadership workshops which promote learning possibilities about leadership, networking and public safety initiatives. The public safety initiatives will include interaction and cohesiveness with the Atlanta Police Department to facilitate the eradication of illegal activities within the communities. We plan to reestablish the Neighborhood Deputy/Watch program through the Community Leader Program and the Atlanta Police Department. Expected outcome will be minimum of 2 residents from each targeted neighborhood within the NPU-X which consist of Capitol View, Capitol View Manor, Hammond Park, Perkerson and Sylvan Hills will be actively engaged and representing their neighborhoods. |

The Business Development Project provides a mechanism to connect better relationships and future development activities between area businesses and surrounding communities. The objective of the BDP is to research and identify area businesses, develop/maintain a database listing, establish universal means of communication, complete a needs assessment survey, and finally develop and conduct a series of workshops to help connect area businesses with available resources and create a community business network.

RENEWAL COMMUNITY TAX INCENTIVES
|
|
|
|
On October 22, 2004, President Bush signed into law the American Jobs Creation Act of 2004 The Act authorizes the expansion of designated Renewal Communities
(RCs) based on 2000 census data. The Act makes any expansion to a Renewal Community’s boundaries as of March 2007, the Atlanta Renewal Community annexed Census Tracts 7, 65 & 75.

|
|
Businesses in these new census tracts are eligible to receive up to $11 billion in federal taxincentives including wage credits for hiring residents of the Renewal Community, an Increased Section 179 Deduction allowing businesses to expense the purchase of new equipment, including computer software, up to $147,000, and a dollar-for-dollar Brownfields deduction allowing a business that rehabilitates a contaminated property to realize their investment in the form of a
federal tax deduction. In addition, businesses that build or substantially rehabilitate buildings in the RC are eligible to receive a Commercial Revitalization Deduction allowing developers to expense most of their hard costs and some of their soft costs in the form of a federal tax deduction, and finally, Zero Percent Capital Gains Exclusion allowing a business that has held on to a Renewal Community asset (a building, business stock purchased with cash, etc.) for five years to enjoy zero percent capital gains tax when they sell that asset.

Description of Housing Counseling Program

Pre-purchase Counseling
- Pre-purchase counseling covers specific topics related to the home buying process, and counseling is delivered in a one-on-one setting. The counselor and client begin with a complete financial assessment, including past credit history, current earnings and obligations and future plans. Counselors work with each prospective homeowner to develop a plan of action.

Homeownership Education - This program brings the information of the home buying process to a group of prospective homeowners in a classroom setting. Participants learn how to develop budgets, the wise use of credit, down payment assistance criteria, the mortgage application process, financing options, negotiating a sales contract, pitfalls to avoid - purchase fraud and the responsibilities of homeownership.

Mortgage Delinquency and Default - When the risk of foreclosure is present, contact CAMP's Housing Counseling Department. The counselors will provide one on one counseling that will assist you in working with your mortgage companies on reinstatement plans, forbearance agreements, mortgage modifications, partial claims and preventive pre-foreclosure plans. Our counselors are here to provide support and guidance throughout the entire process.

Reverse Mortgage Counseling - is provided in a one-on-one setting to homeowner’s age 62 and older. Information on the financial benefits of obtaining a reverse mortgage, advantages and disadvantages of the program are discussed. The counseling includes a full financial assessment and provides information so the senior homeowner can make an informed decision on whether the product is right for them. Counselors provide information including the various payment options and the costs of obtaining the reverse mortgage.
